The Ministry of Finance has issued a notice on the allocation of the 2021 Renewable Energy Electricity Price Additional Subsidy Fund Budget, which clarifies that power grid companies will prioritize and fully allocate the first to third batches of projects in the National Photovoltaic Poverty Alleviation Catalogue (poverty alleviation capacity part) when allocating subsidy funds; For projects where the power generation hours have reached the reasonable utilization hours, the subsidy funds will be disbursed until the reasonable utilization hours are reached, and the disbursement will be stopped. Projects that have exceeded the reasonable utilization hours of allocated funds should be deducted in subsequent electricity bill settlements, and the deducted funds should be used for subsidy funds for other eligible projects.
 
The National Energy Administration has issued a notice on matters related to the development and construction of wind and photovoltaic power generation in 2021, as well as a notice on the weight of responsibility for renewable energy power consumption and related matters in 2021. The former clarifies that in 2021, the proportion of wind and photovoltaic power generation in the total electricity consumption of the society will reach about 11%, and it will increase year by year to ensure that the proportion of non fossil energy consumption in primary energy consumption will reach about 20% by 2025, providing guidance for the development of wind power projects in 2021. The latter has specifically introduced the responsibility weights for renewable energy power consumption in each province (region, city) in 2021 and the expected targets for renewable energy power consumption responsibility weights in each province (region, city) in 2022, and requires each province to conduct assessment and evaluation based on these weights. The weight for the following year is an expected indicator, and each province will carry out project reserves based on this.
 
At the same time, for frequent power safety accidents, the National Energy Administration has issued a notice on further improving power generation safety production work, requiring strict implementation of corporate responsibility, strengthening risk control and hidden danger investigation, conducting safety education and training seriously, strengthening outsourcing safety management, enhancing responsibility implementation assessment and accountability, and strengthening power safety supervision and law enforcement.
 
The National Development and Reform Commission has issued a notice on the action plan for deepening the reform of the pricing mechanism during the 14th Five Year Plan period. The notice clearly states that by 2025, prices in competitive fields and links will be mainly determined by the market, and the mechanism for forming energy and resource prices will be further improved. Deepen the reform of energy prices. Continue to promote the reform of transmission and distribution electricity prices, deepen the market-oriented reform of grid electricity prices, improve the pricing mechanism for wind power, photovoltaic power generation, and pumped storage, and establish a new energy storage pricing mechanism; Improve green electricity pricing policies such as differential pricing and tiered pricing for high energy consuming and high emission industries to promote energy conservation and carbon reduction; Steadily promote the reform of oil and gas prices, adapt to the development direction of "one national network", and improve the mechanism for forming natural gas pipeline transportation prices.
 
In terms of electricity trading, the National Development and Reform Commission has issued a notice on further improving the pilot work of electricity spot market construction, requiring the steady and orderly promotion of new energy participation in the electricity market. Encourage new energy projects to participate in the electricity market by signing long-term (such as 20 years or more) price difference contracts with grid companies, users, and power sales companies. Guide 10% of the expected current electricity consumption of new energy projects to be connected to the grid through market-oriented trading competition, and the market-oriented trading part may not be included in the total life cycle guarantee acquisition hours. Study and establish a green electricity trading market as soon as possible to promote green electricity trading.
 
At the same time, State Grid New Energy Cloud continued to release a list of renewable energy subsidies in mid month and late month. The list shows that there are a total of 173 projects included in the ninth batch of renewable energy generation subsidy projects in 2021, with an approved/recorded capacity of 2401.33MW. Among them, there are 7 centralized wind power projects with an approved/recorded capacity of 439.5MW. There are 236 projects included in the tenth batch of renewable energy generation subsidy projects in 2021, with an approved/recorded capacity of 2164.65MW. Among them, there are 16 centralized wind power projects with an approved/recorded capacity of 932MW.
 
As of the end of May 2021, State Grid New Energy Cloud has released 10 batches of renewable energy subsidy lists, with a total of 14642 projects and an approved/registered capacity of 40990.67MW. Among them, Guangxi has issued the "Letter on Soliciting Opinions on the Scoring Method and Application Plan for Competitive Allocation of Wind and Photovoltaic Power in Guangxi for the Second Time in 2021", continuing to solicit competitive allocation plans for wind and photovoltaic power, and conducting project competitive allocation based on the preliminary work situation, energy storage configuration, declared electricity price, and the landing of the matching industry.
 
The People's Government of Fujian Province has issued a notice on the issuance of a three-year action plan (2021-2023) to accelerate the construction of a "Maritime Fujian" and promote high-quality development of the marine economy, emphasizing the expansion of the offshore wind power industry chain. We will orderly promote the development of offshore wind power in Fuzhou, Ningde, Putian, Zhangzhou, and Pingtan, adhere to resource development to drive industrial development, attract large enterprises with strength to develop marine engineering equipment manufacturing projects in Fujian, continuously extend the industrial chain of wind power equipment manufacturing, installation and operation, and build advanced offshore wind power equipment parks such as Fuzhou Jiangyin. Plan and construct a far-reaching offshore wind power base. Promote the integrated development of offshore wind power, marine aquaculture, and marine tourism, and explore the construction of a comprehensive marine testing site.
 
The Shanxi Provincial Energy Bureau continues to verify past wind power projects and has issued a notice on the proposed abolition of some centralized wind power projects in Gaocun Township, Yangqu County. It is planned to abolish 30 centralized wind power projects, including Gaocun Township, Yangqu County, with a total scale of 1.5304 million kilowatts. The main reasons for abolition are the lack of construction due to enclosure, inability to handle forestry procedures, invalidation of approval documents, and long-term occupation of power grid consumption space resources.
 
The Shandong Provincial Energy Bureau has released the "14th Five Year Plan for Energy Development in Shandong Province (Draft for Comments)", emphasizing the development of offshore wind power as the focus and accelerating its development. Following the overall strategy of unified planning and step-by-step implementation, we will actively develop offshore wind power resources in the Bohai Central, North Peninsula, and South Peninsula regions, with a focus on building offshore wind power bases with a capacity of tens of millions of kilowatts. By 2025, the goal of achieving a wind power installed capacity of 25GW has been achieved.
 
The Development and Reform Commission of Gansu Province has issued a notice on the development and construction of the first batch of wind and photovoltaic power generation projects during the 14th Five Year Plan period, clarifying that Gansu Province will arrange for the construction of 12 million kilowatts of new wind and photovoltaic power generation projects from 2021 to 2022.
